I am so sorry and concerned about your experience with CASA. I've served as a Guardian ad Litem(same as CASA). While advocates ,CPS, mental health, ect. all hope that children can eventually be returned to the biological parents and attempt to work toward that end, we know that that is not always possible. The examples that you offered it is unlikely that that these parents would ever have the children returned but, they have to be given an opportunity to prove to the court that they can protect and nurture the children.
I hope that Dr. Phil's staff reads this and alerts him to your message. I'm sure that the Director of CASA would be interested in Ohio.
