I think that anyone who would shoot a dog (self defense excepted) should be charged with felony animal cruelty. What a sick & cruel way to handle the situation! Too bad there's not an emoticon here for disgusted.
As for your statement, "once a biter always a biter", I completely disagree. Some otherwise docile, friendly dogs will bite if mistreated or startled. The dalmation referred to on today's show was not a "mean" dog. Secondly, as several dog trainers have attested on this board, dogs can be re-socialized.
