That boy is old enough to see what he is doing and will stop with the proper guidance. All I can say in conclusion is that the war on drugs in america has obviously failed and its time to try a new approach and outlook.
I work in nursing and have been educated. the brain and its chemistry is very complex. Yours seems to be stuck on the mode of archaic and hard-headedness it seems, for instance. Chemically some people, and it is is usually genetic from the father's side, ARE predisposed to be "addictive" to drugs. It is in their hardwiring from the moment they are conceived. This is medical and scientific fact. Goody for you for being born differently. Stuffy.
