It doesn't matter who is with the daughter when the dad picks her up. She doesn't want to go because she is being abused there. (How can anyone deny that with the torn labia?) Do you really think that she will eventually feel comfortable being abused?
I know from experience that almost ALL sexual abusers answer questions in the same exact way the father did. I have seen it numerous times. Totally cocky.

Amen on the CPS fails children every day, that is an understatement! As the budget grows for this "service", the dedication drops and oh ,don't you just love the excuses they give about the ones that "falls through the cracks"!!
I'd have to believe that the program works better in some states/counties than others and I know they will do the correct dance if Dr. Phil calls on them but overall it's pretty pathetic when in fact it should work as effective as the police departments! I've watched it go on for way too long, it's not a case or two. In my town, just about every child that was hurt or killed under the age of five, had been under the watch of child services at one point or the other, so I'm not just guessing about how they preform. It's also the reason I would take care of the situation myself if it happens to any of mine! It would be worth it to me!
