I think Gary needed to be introduced to some black people simply because he said that he has never been around black people. He needed to see that they are human beings, too. He needed to talk to them and interact with them. That was, after all, the basis of his racism - he had not been around them. That's probably why the show did it that way.
B, on the other hand, had interacted with white people and because a few of them treated her badly, she hated all. She needed to see that not all white people are not racist (the other housemates and Dr. Phil) and see that, if some are racist, there is hope that they can change. But she needed to change her attitude in order for others to change their racist views against her.
Also, I don't think that it would have been a good idea for Gary to be placed in a position to be driving as a black person, because, if he had been pulled over, the photo on his license would show that he is not black and who knows what problems that would have caused. It seems as if hidden cameras were used when he was on the street. They could have been used if the show were to have him go into a predominately white establishment to have a meal.
Since the roots of these people's problem were/ are different, you cannot have a one-size-fits-all solution.
