The piece of paper is not just a legal document either.  It also symbolizes the union in the same way a wedding ring does.  For many, the paper shows the commitment.  It also lets you bypass a lot of trouble when you are trying to get other things done that involve your  legal marital status.
It is what you make of it. I can't even tell if you are agreeing or disagreeing (with me) or reiterating. I don't think it was ever supposed to be a symbol just proof of the deed. Maybe it has become a symbol for some?
