For starters, he could "be there" via webcam, etc. Dr. Phil's statement doesn't claim he is PHYSICALLY going to be there.
NOT to mention.............nothing this guy has done has been fair, honest or ethical with respect to what has gone on with her sneaking over there twice with HIS knowledge!!!! He knew darn good and well that her parents had no idea that she was coming to his country!
He DOESN'T DESERVE to dictate ANYTHING with respect to what happens now!!
