i know it gets very frustrating, i went through the foster / adopt process through our stat, and they way they did it here, is the children that came into my home were 99% going to have the parental rights be severed, it took us our son came when he was 5 days old (was in an emergency shelter care) right out of the hospital- then to us after the first dependency hearing (day 5) same with our daughter. But, it took us through all the hearings, they (bio's) would show up at severance and slow things down, but before the end of the second year our son was 16 months when it was final, and our daughter 18 months when it was final.
They started a new thing in our start where no child is left in foster care for more than 2 year's (well they try) it seems to work alot faster now-does your state do something like that?
Hang in there, we were scared so many times, but in the end we have a beautiful family. Our son is going to be 9 and our daughter is going to be 8, they are not siblings and are 8 1/2 months apart.
It will happen....
