Breastfed babies tend to eat more often than formula fed babies. Early on...every couple of hours. which makes your theory tough. Timeing also starts from the start of the feeding to the start of the next feeding. So lets say you start at 12:00..it can take 20 min to 1/2 hour depending (with burbing the baby)..then the baby may poop or spit up...you change the baby...then may have to even change the baby's clothes..then get the baby in the car seat and drive to where you are going...all along you have to pick up another child from school, run to the Drs. office, and pick up milk on the way home? What is your suggestion. Even if you feed the baby before you leave the house...you will probably have to feed the baby while you are out. In this day and age...you have to leave the house...and you have to feed your baby on the run at times.
Most mothers I know don't look for the most visible place to feed their babies and say look at my boobies...Most women look for a quiet place...but it is not as easy as you think especially when one doesn't exist...and someday you may understand that.
Unfortunately, many women opt to formula-feed becuase they do not want to have face the option of breastfeeding thier babies in public or just staying home all day. This is VERY sad. Some may think I am exagerating, but my work involves assisting mothers with breastfeeding difficulties and concerns. Trust me, this attitude that nursing in public is "unattractive" and "unneccesary" (sp?) dissuades many a mother from providing her child and herself with the MANY benefits of breastfeeding, even when she is perfectly capable of doing so!
I am a big believer in social sensitivity, but I think that people also need to be more sensitive to the needs of infants and young children. We have a society now where normal childish behavior is seen as "annoying" by many.
Trust me, if women were forced to stay home to breastfeed or retreat to the bathroom, breastfeeding rates would fall even farther (and they are already pathetic at the month mark in this country).
