The recidivism rate of an SO is HIGH. That tells me they shouldn't be put back in communities. Maybe if they had the jail time they deserve . We wouldn't have to worry where they were living!!! U need to read some real literature about this..Read Paul Sutton ..Most don't re-offend...( certainly not the level ones) and until we stop lumping everyone together in this pot.., will we get justice...or will we understand it fully..
