I still say there is a way. When they know it's going to be raining for days at a time flooding is going to happen! If they could just get tankers in flood zones BEFORE the rain they could drain the rivers some, just enough to keep them in their banks or just over. then they could get the tankers on the road to where water is needed! Sure it wouldn't be good for drinking but the crops wouldn't care about that, neither would the fires! They could even use snow! By the time the trucks got to where they needed to be the snow would be melted! Oh well, I guess things like that happens in EUREKA!!!
