In most states you have to have your teaching credential to substitute teach, but I totally agree with you, I would dig ditches before my kids would live in those deplorable conditions. If that was my husband and he wasn't willing to work, I would tell him to take care of the children and the house and I'll work. A couple days of watching all those kids and scrubbing the kitchen floor may be an incentive for him to get out and support his family.
I think how many children a person has is certainly there choice. My husband and I purposely stopped at two, although we both love kids, but we looked down the road and knew two was about all we could afford. I know money isn't everything but raising kids is not cheap and the cost just rises with their age. It is just something people should think about when they are doing their family planning.
