It doesn't just mean poor. I was derived from the Spanish word "Negro" which means black. It was used by white people as a derrogatory categorization of blacks. It meant black but had a negative connotation that implied filth, ugliness, and sub-humaness. It did not "[get] out of hand the the 'black' people decided to use it for themselves." It was out of hand to begin with when white people decided to use it in the first place.
