You’ve seen them, primarily worn by men: oversized pants hanging so low that sometimes the entire behind shows! Local ordinances in 12 states have banned the low-slung look -– but are they unfairly targeting African-Americans? Dr. Phil speaks with guests on both sides of the debate -- including parents. Seriously, the simple solution here is to decide what you will and wont stand for.  No ordinance required.  Parents, don't want your children wearing their pants low and their boxers hanging out? then dont buy em  the pants that  can do that. My hat's off to the mom that chases her sons around to check on them - great work - more of us should do that.

SECOND AND MORE IMPORTANT - Business owners (like us) send these boys packing when they come in your store dressed inappropriately. Don't interview them when they show up dressed like a lazy bum - guess what,  they'll work for you like a lazy bum. I set a dress code and stick to it. I'd rather have fewer people working that REALLY work then a bunch of these kids that don't care about themselves, your business or your customer! First time they're sent home, 2nd time they're gone - for good!

We have walked out of restaurants, retail stores, even McDonald's because we were served by people in baggy pants and underwear showing - and we've told the owner or manager EVERY TIME why we were leaving. If everyone who works or shops just says NO to underwear showing - it WILL go away

A city ordinance isn't the way to go - PULL YOUR PANTS UP is great.  If everyone that runs a business and every parent tired of seeing their son (and daughters) disrespect them in their dress and used their walet and their economic buying power - it will go away.

01/28 The Baggy Pants Debate

This issue has been really blown out of proportion.  The race issue seems to be brought up almost exclusively by African Americans who are so afraid they are being discriminated against that they actually end up creating their own discrimination.  There are enough white people who "sag" here in my small midwestern town and the surrounding towns to see that race is not an issue -- at least not here.  People of all races do this.  Is it offensive to see a man's backside completely hanging out?  Yes, and it's also humorous to see a man constantly pulling up his pants so they won't fall completely off.  I don't have a problem with a guy who wears his pants baggy but wears a belt to keep them at or just below his waist -- especially when covered with a shirt.  I don't want to have to constantly explain to my young daughters why some guy's underwear -- and sometimes even his bare rear end -- is hanging out in full view.  It IS disrespectful to dress this way in public in front of everyone -- not just to the people looking, but to the wearer as well.  I don't think anyone should emulate ANY facet of prison life or the people who wind up in there.  As far as that goes, I don't want to see a woman's backside hanging out, etiher.  I don't know how many times I have seen a woman bend over or squat down and show off her thong or even more.  Even worse is the woman who wears pants cut to just above her pubic area with her well displayed thong sitting high above her pants.  How tacky!  Not to mention that showing your underwear so blatantly gives the impression that you are more willing to let people see you in even less.  I also don't like shorts and skirts cut up to the crotch or tiny tube tops and tanks that show WAY more than anyone but a lover needs to see.  Are we so willing to show ourselves off and advertise our sexuality that we shove it in everyone's face leaving little or nothing to the imagination?  Back in the depression era, it  was considered disrespectful to got out without your hat on.  No one back then would have dreamed of going out in public with their underwear hanging out or such small clothing on that their breasts were almost completely exposed -- unless they were a prostitute.  It was a matter of dressing appropriately whether you were seeing the cashier at the general store or the President.  It told people you have respect for everyone.  Times and fashions have changed.  Is this a matter that needs to be governed by anyone other than the wearer?  It depends on the offense.  If some guy wants to show off his boxers it's not my business to tell him he can't wear what he wants how he wants.  I really don't see how wearing your pants so low that nothing holds them up but either a wide stance or the constant tugging of the wearer can possibly be comfortable, but it's not the place of the govt. to enforce comfort.  I do have a problem when a man shows so much of his boxers that his pants, weighed down by things in his pockets, pull down his boxers along with his pants exposing his naked rear (or other parts that would normally be covered by pants).  And what about when a man wears his pants so low for so long he wears his boxers thin enough to see through or continues to wear boxers that are ripped?  As long as it's not a matter of safety or indecency, it's not my business.  I don't know why men want to wear their pants so low they expose their underwear.  Are they so opposed to wearing clothes they prefer to "almost wear" pants?  Maybe they should just sew some blue jean pant-legs onto the bottoms of their boxers and then they won't have to worry about their pants falling off.  And do guys think it makes them look anything other than less educated when they can't even figure out that their pants are the wrong size when they're falling off?  It looks silly, but I don't think we should have even the beginnings of a dress code unless we want the whole country to end up in uniforms.  Has anyone even thought about the fact that murderers and child rapists have been let out of prison or served incredibly light sentences due to overcrowding in the prisons and now they want to put people in jail for wearing their pants the wrong way?  Where is the logic in this?  If the cops are worried about a man who "sags" being a criminal, they should be glad he dresses this way.  It's hard to conceal a gun in a waistband when the waistband is sitting on top of a man's crotch instead of his navel.  And should a "sagger' choose to conceal the weapon in his pockets, he has to  reach down to his knees to get it out of pockets so big and baggy things can get lost.  And finally if the man does try to run from the police, his gait will be severely hindered by his constant need to pull up his pants if his pants don't fall down altogether and trip him.  The bottom line is that we need to see these people for what they are -- fashion victims.  This is a fad.  It will pass.

I would note, though, that a woman caught pulling down her pants to below her bottom and  walking around with her underwear completely exposed would be ticketed for indecent exposure or at least told to pull up her pants.   And however a man wears his pants, if his bare bottom is exposed, he should be charged with indecency.  And if any man thinks it's cool to expose their entire backside to a child or someone old enough to be his grandmother, he has other problems.

Hi.  I am a teacher in an inner city high school in Ohio.  I am NOT a proponent of the "droops," however, I think making them "illegal" is a bit much.  Then, you get into other gray areas such as how much cleavage is too much, or offensive.  The length of a skirt...offensive to some? etc.  It just opens up a whole new can of worms that has nothing to do with the real issue!  The real issue that I witness daily as a teacher  is that along with this so calld "style" or fad, comes many other negative behaviors.  UNFORTUNATELY (because I wish I could say otherwise) I have yet to see a student with "droops" getting good grades & behaving like a responsible student who wants to succeed & graduate from high school!  To the contrary, (again, as I witness daily as a teacher) drooping is also associated with poor grades(mostly F's), frequent suspensions from school, drugs, fighting, poor classroom behavior, disrespectfulness to adults & other peers, innappropriate language, & zero motivation where academics are concerned.  There is something bigger occuring here, we're talking about more than just a fashion statement.  It frustrates & scares me & those I work with daily (police officers, security guards, other teachers, & administrators) that this unmotivated & "behaviorally challenged" generation is the future of our country!  All they do is go from class to class being rude & disrespectful, swearing every other word, no intention on learning anything because they won't shut up long enough to hear anyone but themselves, complain about everything & then blame their teachers when they earn their F5's! I believe the media has the ability to influence this generation positively for a change & make them realize they don't need to dress like thugs to "fit in."  They do want what they see on t.v  & in the videos...the $$, the bling, the clothes etc. except they don't want to  have to work for any of it.  This generation is lazy & their pants around their thighs, (& often times as low as their knees) says a lot more than ..oh, they're just relaxed or comfortable! Give me a break!  I often ask my students if they would take me seriously if I came to work with my pants hanging off of my butt!  They just laugh...some say no! Then I ask, why should I take you seriously then? What it boils down to is that along with these sagging pants comes a generation lagging behind in so many arena's...the scariest of which are a lack of motivation & a lack of respect for authority.  Unfortunatley, part of this "fad" includes a lack of concern for good grades, attaining an education & a general "it's cool to not give a crap" attitude.  THAT is the problem here!  If I had respectful students who came to my classroom ready & willing to listen & learn, I would have no problem with what they chose to wear.  I do believe in freedom of expression.  But, it has been my experience that this is NOT the case. 
We have to stop the stereotyping. My little cousin sags his pants ( the girls his age still think its cute). He's 16. He tutors seniors in Calculus, he was accepted into college when he was in 7th grade. He is articulate. He also raps and is very much into hip-hop but still has a 4.0, is a fantastic baseball player plays in the band and also plays football ( I personally think he sucks). And his pants sag, imagine his clothes not having an affect on his perfomance or behavior...

don't want to see thongs

Thongs are worse than men's baggy pants.  At least their bare behinds are covered.  I don't care to see anybody's bare hinie:  men's or women's in public....why should women be allowed to wear low pants with their bare hinie's hanging out?  Especially in a restaraunt, who wants to look at a bare behind while they are eating, whether they are a man or woman?  Women and thongs show MUCH more than a man in baggy pants with his underwear showing!

why are we so obsessed with whats i fashion today? since the beginning of time everyone from generation to generation has had a problem with whats in fashion at the time, and it goes away over time.With so many more important things going on in the world like war,hunger,child abuse of all kinds,homeless people,unemployment,poor educations,and so on and so forth how can we take any time out to focus on fixing who wears baggy pants?Man i wish people would put this much effort in curing famine,bettering the education system,teach people to value the life of others or Even finding a way to keep families from ending up on the street.But no i guess we can be true to human nature and focus on whats no big deal so we can cast a shadow on whats really important in the world.I am so sure those poor starving people all over this world also worry about seeing someones boxers after all that has to be what keeps them up all night not their empty stomachsPeople need to catch a clue, polticians pick these battles to fight so they don't have to explain why your kids don't have enough qualified teachers to teach them,or why crime is getting worse and the gangs run the streets.As long as we jump on the bandwagon and join in the drama or leaders get away with not fixing the real problems.

i understand tha your speaking as a teacher,i'm going to speak as a ex student i've been around a long time and that whole argument tclothes influnce behavior is crap.Those kids comming into school with a i don't givea crap attitude got that from parents who don't givea crap not from a pair of pants.People need to stop looking outside th home for excuses all the time when the problem is too many parents stop focusing on their kids.They think teachers are suppose to do their job and along with teaching math,reading,english and science they now want you all to teach self respect,morales,personal values,manners and so on and so forth.No i have to disagree bad gradeshave been around since before baggy pants.Let us not let parents walk away blameless they are the real problem these days.

Baggy pants don't make the Person!

I am sick and tired of peope saying that HIP HOP is responsible for what their kids are doing these days.  I watched the discussion, and I would have to agree with the Ying Yang twins, the parents are responsible for what their kids see on t.v., not Hip Hop, BET or anyone else. I am tired of parents trying to blame thier kids problems on artist, it is the parents responsiblilty to block t.v. shows and/or teach their kids that it's not right to wear their pants baggy. People are always trying to blame someone else for thier problems, they try and say that hip hop is responsible for kids wearing thier pants baggy, or for the way that their kids talk. And as for the Hip Hop government you guys just look and sound redicious, BET and Hip Hop does not have a big impact on teens as you may think. Wow baggy pants, who cares get over it everyone else already has. And some of the parents out there are going out of control following their kids to make sure that thier kids pants are pulled up. I am 18 years old, and I believe in my heart that Hip Hop, BET, and every other t.v. show does not have a big as impact as they think on us. So like Lionel said, "Pick your battles!" Because this just isn't one of them.
