Don’t miss Dr. Phil’s exclusive interview with Brianna Denison's mother who is speaking out for the first time since her daughter's body was found. Nineteen-year-old Brianna made headlines when she was kidnapped while she slept on a friend's couch. Brianna's killer – an alleged serial rapist -- is still on the loose in Reno, NV. And, a controversial issue is heating up the headlines: Where should registered sex offenders live when they’re released from prison? Residents of Long Beach, California say not in their neighborhood. They’re outraged that an apartment building is allegedly housing 13 registered sex offenders, and the building owner is reportedly receiving $1,000 per month to house them. Former tenants, James and Getania, were disgusted to learn that the sex offenders were living in their building, and local residents weren’t happy either. Dawna owns several properties near the apartment complex. She says she’s losing tenants and the sex offenders are stalking others. Then, Jake Goldenflame, a registered sex offender who was convicted of molesting his daughter and young boys over 25 years ago, says he's still attracted to teenage boys, but says people like him have no resources and need to live somewhere. What does Dr. Phil think? Should the sex offenders be forced to leave the community, or should their neighbors just learn to live with them? If it's happening now, Dr. Phil is going to deal with it now! Join the discussion.

Desert sounds good

Quote From: ladiehawke

This is a topic that has come up more than once between my circle of friends. We have talked it and taked it to death many times. There is no good answer.

Firstly, these people have to live somewhere. Our laws do not allow them to be taken out of society permanantly. Truthfully, I find the idea of them living all in the same building, isn't a bad idea.

My big problem with the sex offenders registery is that today someone can be labled a sex offender for getting drunk and taking a whizz on the side of the road. There are many people out there that have been forced to register for petty stupid little things that shouldn't be listed as a sex crime. Forcing someone to register as a sex offender should be saved for those who truly are sex offenders. And I hate to say it, but if this country is gonna place a scarlet letter on these people's chest and basicly prevent them from being able to work and live anywhere, then the bovernment should figure out a way to house and feed these people. You can't make a group of people pariahs and not see to their well being.
I agree that we could take some of the government land in the desert, put the FEMA trailers on it from Katrina, and when they are released they get to live there. We let them live free in exchange for work, they can be bussed to clean freeways, build the border fence, clean up crime sites. And if they do not want to do that then they can opt for surgery, so they can not rape anyone again.

I totally agree with you.  And the registery should be for sexual "predators", not "offenders".  Also, why just single out the sexual offenders for a registery?  If society wants to keep kids safe why aren't drug dealers  listed on the net as well?  And why stop there...anyone that's been arrested for anything should have it displayed on the net for all of the world to see!  You can't descriminate against one type of crime - I'd like to know who the burgulars and drunk drivers are in my community too so I can keep an eye on them!

The bottom line is that everyone should be cautious because we don't really know who our neighbors are or what they are capable of.  Is it really fair to continue to punish these offenders once they are released from prison when they have paid their debt to society. How can any of them possibly start a new life (assuming some of them truly want to), with such a glaring spotlight on them.

Child/minor as Consentual = OXYMORON

Quote From: freesia83

How many times have teenage girls dated/had sex with someone only a few years older than them? A 16-year old and a 20-year old. The sex is consentual. The girl's parents get angry, have said male thrown in jail, attend counseling, and is labeled a sex offender. When the girl turns 18, BINGO! They still see each other.

I have a very difficult time comparing these sorts of cases to those of people who prey on children or break and enter to assault women. VERY different.

Also, GIRLS LIE! BOYS LIE! It happened so much when I was in high school. Girls were the worst offenders, if I had a nickel for every time I heard about some girl brag about how she slept with a 25 year old and told him she was 19 (some are very believable with the right makeup and clothing) I could pay both my undergraduate and graduate school tuition.

Idiots that tell lies about their ages need to be punished as well.

This is where people muddle the law with whatever knee jerk philosphy they want to throw on their garbage heap of mental mush.  If a clerk sells alcohol to a minor the clerk is guilty of selling alcohol to a minor.  IT DOESN"T MATTER WHAT THE MINOR LOOKS LIKE.  The clerk has a lawful obligation to confirm the purchaser is not a minor.

Parents have a right to become angry with anyone  sexually assaulting their child, no matter what age their child is.  A  minor  by legal statutes is a child.  Children can be persuaded to do things when coerced, bribed, threatened, drugged or alcohol induced.  The adult(s) present have a responsibility to prevent a child from doing something that is harmful, or not in the child's best interest.  Wearing a condom doesn't count  as an attempt to be responsible if the victim is a child.

If you do not like the lawful  age definition of child/minor vs.  a consenting adult  then move to another country.   A child/minor is not legally of an age to have  the ability to determine and agree to consentual sex.  Go read the law and its basis before you  complain.

You made my point....little boys and little girls lie.    Little girls haven't developed all the skills needed  to use good judgement , so the law protects them from adults that will take sexual advantage of little girls.

The concientious and law abiding adult will keep his sexual advances in check until he knows exactly who what and how old his intended sex partner is.   The only way anyone can lie about their age is if you allow them to. ...just like a store clerk might do.   Quit letting  your lower head tell your upper brain what to do.  Every 'offender'  justifies their offenses based upon their defense of their urges and desires.  WEAK and unacceptable excuses.

03/07 Dr. Phil Now: Sex Offenders Next Door

Quote From: resurgan

In this country there are laws.  A registered sex offender is a law breaker.  This has nothing to do with judging perfection.  It has nothing to do with labels.  It has to do with protecting innocent victims from criminal behavior.

Fortunately  , 'forgiveness'  and exhonoration  of a  civil crime is not up to Priests' judgments in the USA.  Considering many have been among the worst sexual offenders those should all be registered as offenders and required to wear a sign with their registered number,  since the church tries to pretend they did nothing wrong.  I think I will happily accept the judicial system's determination that the Catholic Church is ordered to pay the victims  millions of dollars compensation for the  C Church's and Priests' illegal and evil pretense.

A female under the age of 17 is legally, under the USA law system,  a child.  If the male offender is 17 too,  he is still guilty of sexual assault if the evidence shows there was an assault.  The judicial system is about weighing evidence of criminal behavior.... and protecting the innocent victims.

In many countries familys  prostitute their children.  I suppose we aren't supposed to judge them as imperfect either?  They are slime.  Last time I checked,  slime is not perfect.  So sorry.

If someone is over the legal age and wants to 'express their love'  by sexual assault to an underage child, they are in the wrong country for such behavior.  If they really wanted to express love they would show respect  for the child by keeping their filthy appendages to themselves. "expresing love" is the  lie to justify taking what they want and when they want it while showing total disrespect for the law and the child.

The ultimate abuse.  Lock them up.

But your forgeting "all are innocent until found quilty". plus no one is perfect and also even people in the government are currupt. Just cause a person is found quilty does not mean they did it.

Yes even church people can do something wrong. Anyone can. And if it is proven that they did then they should pay for what they did. but people can change and it is not our place to say that they have or have not. only they know what is in thier mind or heart.

Your assuming they are all males. females are convicted too. teenagers have sex everyday. I hate to break the news to you. But once thier partner reaches 18 and if they are not it is considered wrong. but when they are both under 18 it is okay. I'm not talking about the ones that force the other ones to have sex with them. I am only talking about the ones where they are both willing and wanting to do it. Some teenage are more mature than you think. where as some adult still have the brain of a child. who are you to judge which are which when you do not know all the facts.

Yes some people are in the wrong. The ones that force other to do what they want are in the wrong. The ones that make others black mail them into it are wrong. but you have to get the facts first. Even teenagers can rap another teenager or child. Age has nothing to do with it. Find out the facts first. When I was a teenager when i was depressed I was talked/ blackmailed into doing something I did not want to do by another teenager.... So I know first hand how cruel the world can be.

03/07 Dr. Phil Now: Sex Offenders Next Door

Quote From: gwarrior6

It's very scary to know how many sex offenders live next to you!  There are about 170 in the 10 mile radius from where I live (I need to move).  There's about 20 that live half a mile away!  It's a shocking reality check, thats for sure.

You can find out the # of sex offenders that live in your area, their names, addresses and pictures from the the family watchdog site:

http://www.familywatchdog.us/

What to do when the jails are so overcrowded that these sociopaths are free?

Yes it is scary but at least in the states you all can somewhat know where these creeps are , here in Canada were not allow to know.   The most they do here is if they let out a level 3 offender they give a very veg idea where they released them.   The only time we find out exactly where they are in through private people investigating.   I want your system here.  sex offenders should be locked up for life.

huh?

Quote From: resurgan

I don't believe you.  A. that you talk to your friends about this many times.  Why?  What did they do that is so controversial.

  B.  That someone is registered as a sex offender for taking a whizz on the side of the road.

Why should a registered sex offender be allowed to work and live anywhere, at all?  Beyond being shackled and required to pick up road side garbage?

Give us any and all cases of those who have had to register as a sex offender for "stupid little things".

Maybe we would all agree the offender has a   stupid little thing....however, it is what they did with it that determines their legal status as a registered sex offender.  Every defender of this disgusting behavior  as deserving some element of humane treatment should back up their  wishy washy comments with hard facts and cases.

Why should this topic not be discussed often? Why do you automatically think that someone did something wrong in order for this subject be brought up with friends? It is called DEBATE and CONVERSATION. My friends and former classmates discuss current events and problems all the time, along with the usual fluff.

How boring life would be if conversations only focused on shopping, and other mindless garbage.

Sorry but public urination is more crass and distasteful than it is dangerous.

03/07 Dr. Phil Now: Sex Offenders Next Door

I agree that sex offenders should have better labels, EX. a 21 yo gets drunk and has sex with a 17 y/o who he thinks is 18, shouldn't be labled the same as a man or woman who is molesting children. However, I do think the legel system is way to lenient with the sickos who really do exist. Personally, I don't care about a child molester's rights. I only care about my children and the children of every other parent out there. I couldn't care less if these freaks are starving on the streets, as long as our kids are safe. Personally, I would love to see these 'people' and I use the term loosey exacuted, so more victims aren't hurt. I don't believe that child molesters or rapists can be rehabilitated, so why should tax payers have to dish out for their expenses in jail, and more importantly, future victims have to pay once their set free.

Double standard

Quote From: getrealtime

Ignorance of the law is no excuse, if you are 20 and having sex with a 14-18 you are breaking the law.

and there is a thing called personal responability, if a 25 year old is going to go and have sex without knowing someone ,he is taking a risk, not just with age of the person but stds getting someone pregant.

people lie, so be smart, protect yourself, ignorance no excuse.

Okay, so you say personal responsibility. The lying party also is at fault. Why should they not have to take responsibility for their own irresponsible actions? Kids who lie know exactly what they are doing, especially at that age. Parents can bury their heads in the sand all they want but it happens.

Prosecution is a MUST for stupid kids that lie about their ages. It takes 2 to tango and the blame should be shared.

"Hoping" for the Best?

Quote From: dingoyada

"not very likely to reoffend"?????  I'm sorry, but even with treatment, many...MANY ex -offenders re-offend!  Not all...but many.....The problem is this:  A sex offender usually commits MANY crimes BEFORE they are caught!  I'm sorry, but I have to disagree with you that many do not re-offend once they have received treatment.  Tell that to the family of the little child who was found strangled, raped and dead, after "her" ex-offender was released from prison after "treatment".

I agree with you that "all" do not reoffend.  If you read what I wrote, you would have seen this.  But we as a society cannot "HOPE FOR THE BEST", because while we are living in a polyanna world hoping for the best - there are predators lurking around school yards and parks.  I work with sex offenders.  I read their sentences, their charges and their plea agreements.  Keep "hoping" they will change, at least you'll sleep better at night.
