4 year old Tantrums

In the last few weeks my 4 year old son has started crying at pre-school, whenever he doesn't get picked to go first or if something doesn't go his way.  I have talked to his teacher several times and she feels it is a learning/maturing process but that if it continues come June she will have to suggest he does not enter into kindergarten, which as a parent is not something you want to hear.  He is bright and his skill levels are right in line with where they should be it is just these little breakdowns he has which seem to be occuring more and more.  I have tried punishing him by taking away tv, writing apology letters to his teacher, explaining he is being disruptive to the class, etc.  but nothing seems to work.  Most articles I have read, tell me it is a attention issue and I should ignore it, the problem is it does not occur at home only at school.  I am very frustrated and hope that someone out there has some advice for me on how to help him understand this is not appropriate behavior.
