Please don't forget the scam by adoptive parents on the mothers who trustingly give up their children to adoption agencies and have them end up in abuse and neglect. The back ground check and waiting period take a very long time and still a child can end up with people who shouldn't even have a puppy. Why not include required random drug testing, polygraph and parenting counseling during the waiting period also?
