Did he really not know?

There are men out there who know that they are not a child's biological father but choose to forgo a DNA test and be put on the birth certificate anyway... but later back out claiming that they did not know the child was theirs... Who is at fault here the mom or alleged father?

what about...

Everyone keeps saying mothers who do this should be punished and fathers who don't know shouldn't have to pay:

 

What do you think we should do about father's who know that they are not (or may not be) the father but sign the birth certificate anyway (Or in a case where the man is married... he lets his name be left on th birth certificate-- married men can request a paternity test) THEN LATER COME BACK AND SAY THAT THEY DID NOT KNOW so that they can get out of paying CS?

 

That is not the case here but everyone is making generalizations and saying the mother should be punished but there are cases where the father knew and lived the lie... until he wanted out of the obligation.
