Dr. Phil often says that the foster care system is broken and in need of drastic change. In an effort to bring about change, he went to Washington, D.C. to address members of the House of Representatives to make a case to overhaul the foster care system. Watch here.

Dr. Phil also spoke with Congresswoman Karen Bass, founder of the Congressional Caucus on Foster Youth, whose mission is to advocate for and overhaul our nation’s foster care system.
“What you’re trying to do is pass legislations so states can use federal funds to prevent removal of the children,” Dr. Phil says to Congresswoman Bass.

“So that they can use the money flexibly,” she agrees. “If you know that a parent has a substance abuse issue, why don’t you treat the issue? If it’s mental health, why don’t you use federal dollars for that? And in the end, it’s much cheaper than to put a child into the foster care system, where they might wind up their entire childhood.”
